Is there tipping custom in Japan?

There is no custom of tipping for services in Japan.
There used to be some tipping in inns to "Nakai-san", who takes care of you during your stay, but this has almost disappeared in recent times. If you arranged accommodation through travel agency, you may want to ask the agency if it's better to tip and how much it would be.
There is no worry to receive less service if you do not tip. Most Young Japanese do not tip, and often do not know the custom of tipping exists in Japanese inns.
